(Pics included) Is this new growth or is it flyaways and frizz?

Well i have wavy hair and I have always had the problem of all these hairs sticking out as a you can see, in the pic.

This was the result of my hair from blow drying on a cold setting and applying chi silk infusion serum, and washing my hair with shampoo and conditioner. What can I do help please. I plan on leaving it like this:
